Members voiced some disquiet about the availability of a regulatory impact assessment for the Bill. My Department's officials and I are concerned about that. The Waste and Emissions Trading Bill has received its third reading in the House of Lords, and has now been passed to the House of Commons.
The Bill sets up a tradable permit system, designed as a flexible incentive and enforcement system to make local authorities cut down on the amount of biodegradable material going to landfill.
